Action Plan: Addressing the Recommendations and Unmet Standards in the Cayton Report

This Action Plan was submitted to Minister of Health Adrian Dix
on May 13, 2019 in response to his Directive to the Board of the College of Dental Surgeons of BC (CDSBC) under section 18.2 of the Health Professions Act. It was unanimously approved by the Board on May 7, 2019.

The Action Plan, and the Directive, came from Part 1 of the report by Mr. Harry Cayton, an internationally recognized expert in professional regulation. Minister Dix appointed Harry Cayton to inquire into the administration and operation of CDSBC. The Action Plan has not been accepted or approved by the Minister, and it is not a response to Part 2 of the Cayton Report.

The Cayton Report identifies 21 Recommendations and 11 Unmet Standards of good regulation which, through the Directive, CDSBC has been ordered to meet. CDSBC accepted the Cayton Report and its recommendations, and immediately committed to responding to the Directive.

The Action Plan reflects CDSBC's commitment to the safety of patients and the public, and to strong governance, transparency and accountability. If approved, implementation of the Action Plan will allow significant changes to regain the trust of dental patients and the public of BC through improved regulatory performance, better relationships both within and outside the organization and a change in attitudes and culture, all with a renewed focus on patient safety.
