In March 2018, B.C.'s Minister of Health Adrian Dix announced the appointment of Mr. Harry Cayton, then-CEO of the UK's Professional Standards Authority, to conduct a review into Board governance as well as the administrative and operational practices of CDSBC.
The report was released in April 2019. Mr. Cayton made recommendations respecting changes to the Health Professions Act that he considers necessary to enhance the ability of a health college to carry out its public protection duties and to enhance governance, transparency and accountability of a college.
Mr. Cayton is a leader in the field of professional regulation and has provided operational and administrative reviews of a number of provincial regulators.
The College welcomed this review as it confirmed where we are performing well and identify areas for continued improvement. The findings of the review were submitted to the Ministry of Health.

Mr. Cayton analyzed the College's policies and procedures, as well as how the College interprets the Health Professions Act and the CDSBC Bylaws. The review included several visits to Vancouver to seek input from any individuals or organizations that he believed to be relevant. He conducted interviews with board and committee members, staff, and other key stakeholders (both current and former), and observed meetings of the Board, various committees and working groups, and staff. Access to CDSBC records, documents and personnel was provided.

Mr. Cayton is International Advisor to the Professional Standards Authority and a leader in the field of professional regulation. He has assisted many regulators, throughout Canada and internationally, including the college of Registered Nurses of BC, to enhance and reform their regulatory oversight mechanisms and processes. Mr. Cayton was Chief Executive of the Professional Standards Authority from 2007-18, and received a Lifetime Achievement Award from the Royal College of Psychiatrists and a Fellowship through Distinction from the Faculty of Public Health at the same time. He has also been awarded both the OBE (Officer of the Order of the British Empire) and the CBE (Commander of the Order of the British Empire), which recognize his services to healthcare and regulatory reform.
