In October 2015, the Board approved the revised Bylaw: Part 12 (Advertising and Promotional Activities). The deadline for registrants to bring their promotional material into compliance with the bylaw has been set for 1 January 2017. During the transition period, the bylaw will not be enforced for material created prior to 12 October 2015. New promotional material must comply with the revised bylaw.

The Ethics Committee has produced interpretive guidelines to accompany the revised bylaw and provide guidance for registrants. The guideline document was approved by the Board at the June 2016 meeting.

The Board approved the proposed amendment to Bylaw 13.03 (patient relations) that removes spousal treatment from the definition of "professional misconduct of a sexual nature."
The amended bylaw reads as follows: "It is not professional misconduct of a sexual nature to provide dental services to one's spouse; rather, that is a matter of professional ethics involving (a) patient autonomy; (b) free, full and informed consent by the patient; and (c) objectivity of care on the part of the practitioner.
The text above was posted for public consultation, with minimal feedback received. The Ministry of Health has accepted the amended bylaw for filing and advised that it will come into force on 19 August 2016.

The College has been working with a public engagement specialist to help strengthen the way policy is developed. The Board has approved the draft policy development process was developed over a number of months and involved interviews, a workshop, webinars and an online survey. Feedback from the consultation was incorporated into the final document.
Manuals to assist the Board and committees in implementing the framework are in development.

In this practice tip, Dr. Meredith Moores describes things to consider when using a VELscope to assist in the diagnosis of oral cancer. The VELscope can act as an aid to oral cancer diagnosis for general practitioners; however, it should not be used as a "stand alone" diagnostic tool and patients need to understand that it is not a definitive diagnosis. The investigation of a complaint made by an insurance company against a dentist raised serious ethical concerns and identified a pattern of inappropriate billing. The dentist admitted to misconduct and paid $200,000 to the insurer for overbilled amounts. The dentist is currently not practising, and is unlikely to return to practice due to health concerns. Canada Post has advised that a legal work disruption could occur as early as 2 July 2016. If a labour disruption takes place, mail and parcels will not be delivered.
While most correspondence can take place via other means such as email, there are some items where we require original, notarized documents. We have created a web page to post updates about the possible labour disruption, which includes email addresses and information about how particular types of correspondence should be sent.
